Climate Policy - The Good, The  Bad & The Ugly

Groundbreaking clean-energy state building code!

Oregon took a major step toward a healthier, more affordable, resilient and clean future for housing today-- that's been a long time in the making! 
Thanks, most recently, to the Built Smart from the Start Act we fought for and passed in 2023 (part of HB 3409), and standing on the shoulders of the Oregon Climate Action Plan (2020) -- any new house built in Oregon starting October this year will be 27% more energy efficient than the last building code! 
In practice that means lower energy bills, better comfort and health, and more resilience for new houses. And the key provision is that any home builder that wants to install cooling (and most do already) must install a heat pump instead of traditional central A/C. Most new homes will have a heat pump, so even if a builder chooses the more expensive option of building with gas too, the all-electric, efficient heat pump will be the first thing that turns on and gas will only burn as a back-up on the coldest days.

Oregon State Legislature - One Week Left…

It’s the crazy-busy home stretch and despite being distracted by walkout threats, there’s still time to pass an important climate bill: SB 1541, Climate Resilience Superfund Bill - Make Polluters Pay! 
Thanks to a huge grassroots effort, this bill is one of the few climate justice bills still alive. It’s currently in the Joint Ways and Means Committee, which decides which bills get funding, and since it’s an innovative “revenue-generating” bill, this should be a no-brainer.

Treasurer’s Net Zero Plan 2025 Report - It’s Not What They Say

Oregon’s Treasurer, Elizabeth Steiner, recently released the department’s Net Zero Plan 2025 Report. In her cover letter and public outreach she emphasized the following three major “results of this strategy:”
1. A 50% drop in the “emissions intensity” in OPERF from 2022 to 2023
2. A doubling of “climate-positive” investments as of June 2025
3. A steady decline in fossil fuel Private Market holdings since January 2023
The brilliant Divest Oregon Team has reviewed the report in depth, and has prepared a detailed analysis of its findings - with many observations and recommendations for future reporting.

Bottom Line: The Treasury is misrepresenting its climate progress by not presenting multiple metrics and being transparent on several key areas. 
We can count on Divest Oregon to be our watchdog on these public funds.

Reclaim Our Vote (ROV) is a grassroots, primarily volunteer-run campaign that focuses on increasing BIPOC voter turnout through post-carding, texting, and phone banking.
ROV is non-partisan and WE CAN provide postage stamps.
In 2024 ROV delivered 4.1 million postcards and data shows that increased Black voter turnout by as much as 8%!
It may seem like a small number but sometimes that makes all the difference!

We’ll gather in Eugene at the Wayne Morse Federal Courthouse on Saturday, March 28th to respond to the violent occupation of cities in the country and harms to our country. Stay tuned for details.
We are building this movement! Over 200,000 people joined in the largest Know Your Rights Training “Eyes on ICE” in response to the violence that went viral from Minnesota.

The people are rising and we won’t stop until we’ve brought the criminals running the country to justice and ushered in a new kind of democracy!

NK1 = Response to Trump’s ridiculous birthday parade and authoritarian plans.
NK2 = Response to the National Guard invading American cities.
NK3 = Response to Trump’s secret police force terrorizing American communities.
No Kings 3 is a big tent, broad coalition-building event built on quick mobilizations and community rapid response. More importantly, we’re developing the capacity to pull off historic levels of engagement in between big events, welcoming new people and meeting them where they are.
There are already over 1000 events on the No Kings 3 map.
We’re under attack. The administration is using intimidation and force to fulfill its corrupt agenda. And doing nothing to improve the lives of ordinary Americans. How do we confront this moment? WE UNITE.
Power flows from the collective action of the people. History is clear, people-led movements are how we end attacks on our rights.
